I think Taboo when you say the Taboo'd word I think you should be able to Apparate to them for a little bit of time (I know this will be hard to code (Not to sure how code works) but I think I should suggest it because in the 7th book the Snatchers were able to Apparate to Harry Hermione and Ron I think this would make Taboo more cannon instead of just being a spell that just says "Oh look someone said Green cool..")

I mean, you could always get 6th year apparate for that.

Taboo words like "the", "it", or "a" and you have basically free Apparition, this could be abused so easily, as @Crane mentioned.

Or maybe have it that if you cast Taboo on your NAME you can do that.

Maybe one of your Taboo'd words being said in local should give you an approximate (not exact) location of where it was said?

I like that Elsa it sounds better then making Taboo a then people apparating

Low level Apparition isn't exact either, unless you mean only give location and not teleporting at all, this isn't really a solution to the abuse.
