So apparently Tyler keeps stealing her xp, which I don't have proof of, but I guess that's breaking a rule? The real concern is what she said about it.

As far as stealing XP goes, I don't think it's a written rule but an unspoken courtesy more like not to steal XP and Galleons. What happened it seems happens a lot, they go for the same mob and they both have a hand in killing it. Simply talking could have worked this out, so to see Melonie resorting to this is disappointing. General rule of thumb for killing mobs: If someone else has it, let them do it, to avoid scenarios like this.
